Alcantara names Zaldy Co as alleged mastermind in inserting flood control projects in other areas

Former DPWH Bulacan 1st District Engineer Henry Alcantara explained that Ako Bicol Party-list Rep. Zaldy Co was the one deciding where more flood control projects should be placed after Bulacan already received several.

Alcantara recalled that Co noticed that the district under him had too many projects, so he asked for help to find other areas that could also receive flood control funding.

According to Alcantara, he coordinated only with district engineers, not with politicians, when asking if they wanted such projects in their areas.

He said that those who were interested would pass him their listings. Following Co’s order, Alcantara gathered lists of projects from other district engineers, and funds were later allocated to Tarlac 1st, Tarlac 2nd, Pampanga 3rd, and Bulacan 2nd districts.

On September 25, Alcantara also admitted that no DPWH project was exempt from giving percentages to politicians, including Co.

He said every project had a share for both the office and the proponents, stressing that this was part of their regular dealings.

Zaldy Co is a Filipino businessman and politician who serves as a representative of the Ako Bicol party-list in the House of Representatives.

He has been linked to infrastructure projects and is often in the spotlight due to his influence in politics and business.
