Discaya couple seeks witness protection over flood control controversy

Contractors Pacifico “Curlee” and Sarah Discaya appeared at the Department of Justice (DOJ) on Friday to undergo evaluation for their request to be placed under the government’s Witness Protection Program (WPP).

Curlee arrived at the DOJ compound at around 8:00 a.m. wearing a bullet-proof vest, escorted by personnel from the Office of the Senate Sergeant-at-Arms and the PNP Police Security and Protection Group.
Sarah followed at about 10:30 a.m., and the couple left the compound by 12:30 p.m.

Curlee later returned to the Senate, where he remains detained after being cited in contempt by the Blue Ribbon Committee for allegedly lying about his wife’s absence during Thursday’s hearing on questionable flood control projects.

According to DOJ spokesperson Mico Clavano, the couple met with Justice Secretary Jesus Crispin Remulla and the WPP director.
Curlee read his affidavit, which will be reviewed to determine whether the information he holds is sufficient.
“Kailangan po maging truthful, kailangan po sabihin ang lahat ng nalalaman nila. We cannot afford to be selective in this process dahil po that will affect…their application sa pagiging protected witness,” Clavano said.
The Discasayas previously expressed willingness to become state witnesses in exchange for revealing the names of lawmakers, staff, and Department of Public Works and Highways (DPWH) officials allegedly involved in corruption.
However, Remulla earlier noted they were not forthcoming with details and stressed they must return any ill-gotten wealth before qualifying.
Clavano emphasized that protection under the WPP is a privilege, adding that lying could lead to detention or perjury charges.
He also clarified the difference between a “protected witness” under WPP and a “state witness” discharged by the court.
The DOJ, he said, remains open to others willing to testify, stressing that all cases will be screened alongside the Independent Commission for Infrastructure (ICI).
