Marcos slams PhP264-M Kennon Road rock shed as “useless”

President Ferdinand R. Marcos Jr. condemned as “useless” the PhP264 million rock shed project along Kennon Road in Tuba, Benguet, calling it another anomalous flood control project during an inspection on Sunday.

The Chief Executive’s outburst came after confirming reports from local government units (LGUs) that the supposed slope protection failed during Typhoon “Emong” and monsoon rains on July 25 and 26.

The collapse caused rock falls, damaging the structure and forcing the closure of a section of Kennon Road, a vital thoroughfare in Benguet.

“Here is the problem here, this 260 million project – useless. Parang tinapon mo ‘yung pera sa ilog. Useless,” Marcos said.

He added, “The 260 million that the government spent for this project had no effect whatsoever as to protect the slope. Parang walang ginawa… Kaya ang balor ng kanilang trabaho is zero, complete zero.”

The 152-meter, two-lane rock shed, awarded to 3K Rock Engineering, was funded under the 2022 infrastructure program.

Construction began in January 2023 and was declared completed in April 2025. Marcos warned that reconstructing the project would now cost the government at least PhP500 million.

The President reiterated his directive to hold those responsible accountable, stressing the losses to businesses and livelihoods. According to LGUs, the road closure slashed local economic activity by as much as 35 percent.

“It is not only the physical damage that we can see, but it is also the damage to the economy. It is also the damage to the people’s livelihood,” Marcos emphasized.

This inspection followed the President’s launch of the *Sumbong sa Pangulo* platform last August 11 to address corruption in flood control projects.
