In a significant operation, the owners of an upscale construction firm have been apprehended by the National Bureau of Investigation (NBI) at a Manila airport on charges of large-scale estafa amounting to over P200 million.

The arrest of the couple, Nicole Martinez Syjuco and her husband, signals a firm stance against contractual deceit in the country’s construction industry.
The suspects, who own Draco Builders, were taken into custody at Ninoy Aquino International Airport (NAIA) Terminal 3 on August 6, following their arrival from Hong Kong.
Their arrest was based on a warrant issued by the Regional Trial Court Branch 20 in Davao Occidental, which had been actively pursuing the case since July 22, 2024.
According to a report from the NBI, the couple is accused of defrauding multiple clients by failing to deliver on major construction projects in Mindanao.
The complaints allege that the Syjucos received as much as 95 percent of the total project payments for three separate contracts, yet the promised infrastructure remained unfinished.
In another instance, they are also accused of accepting an advance payment for a project that was never even started and allegedly refused to issue a refund.
The charges against the couple fall under Article 315 (1)(b) of the Revised Penal Code, which addresses fraud through contractual deceit and misappropriation of funds.
In a statement, NBI Director Jaime Santiago lauded the joint operation, emphasizing that "no one is above the law."
The successful apprehension was the result of a collaborative effort by multiple NBI divisions, including the Organized and Transnational Crime Division (OTCD), Southeastern Mindanao Region (SEMRO), Technical Intelligence Division (TID), and the International Airport Investigation Division (IAID), along with the Bureau of Immigration (BI).
Draco Builders, which is reportedly based in Alabang, had built a reputation for its high-end architectural designs, with one of the owners even being featured in a prominent lifestyle magazine for her work.
However, this glossy image has been overshadowed by the serious allegations, as accounts from frustrated clients have surfaced, detailing years of waiting for projects that were either left incomplete or entirely abandoned.
Unfinished houses in affluent neighborhoods, which were once showcased on the firm’s social media pages, now stand as stark reminders of the alleged fraud.
The public has been encouraged by authorities to come forward with any similar complaints to the NBI-OTCD to aid in the investigation.
The case serves as a warning to both clients and contractors, highlighting the critical need for accountability and transparency in business dealings.

Van plowed into two roadside houses in Barangay Abuyon, San Narciso, Quezon, leaving heavy damage but no residents harmed. Police investigation ongoing to determine whether the crash was caused by human error or mechanical failure.
