A video of Dumanjug, Cebu Mayor Gungun Gica slapping a man—allegedly his relative and a suspect in online pornography—has gone viral and is now under investigation by the Commission on Human Rights (CHR).

In a report by Allan Domingo for GMA Regional TV’s 24 Oras Weekend on Saturday, the video posted on Facebook showed Mayor Gica confronting a couple for several minutes.

According to the mayor, the man was his relative, and the couple had gone to his home on August 19 to seek help in clearing their names.

The couple had been arrested on August 18 following a complaint from an 11-year-old girl to the municipal social worker, claiming she was used in online pornography for a year.

The woman admitted her involvement, saying she herself engaged in online pornography, with foreigners as their main clients. The man also confessed to committing lewd acts against the child.

After their arrest, another individual went to the Municipal Social Welfare and Development Office (MSWDO) to report that more children had fallen victim to the couple. Authorities are now preparing charges of cyber pornography and child exploitation.

In another Facebook post, Mayor Gica declared, “I am not afraid to stain my hands with blood just to ensure that crimes, especially those against children, will end.”
CHR Region 7 Director Atty. Arvin Ordon stated, “We will look into it and should there be proof na may violation on the part of the mayor as a state actor. We're looking into this na magpadala ng team of investigators to verify.”

Responding, Gica said, “I welcome them because it's the responsibility ng kanilang office. I believe na may nagawa ako na sa kanilang paningin ay may paglabag. I welcome the CHR investigation. Walang problema.”
