A grieving father, supported by a high-ranking Church official, has formally filed administrative charges against five police officers from the Caloocan City Police Department.

The father, Jayson Dela Rosa, alleges that the illegal detention he suffered at the hands of these officers led to a tragic chain of events that resulted in the death of his 20-year-old son, an altar boy, from leptospirosis.
The formal complaint was lodged at the National Police Commission (NAPOLCOM) on Monday, naming Police Lt. Col. Jeffren Aganos, PSSg. Darwin Indiongco, PCpl. Marvin Resumadero, PMSg. Ryan Candelario, and PSSg. Stephen Somlani as respondents.
The charges include arbitrary detention, perjury, and incriminating an innocent person.
Dela Rosa recounted the harrowing incident at a press conference, where he was joined by Caloocan Bishop and Catholic Bishops’ Conference of the Philippines (CBCP) President Pablo Virgilio David.
Dela Rosa claims he was illegally arrested on the night of July 22 for a supposed petty theft at a convenience store.
While the store management later opted not to press charges, Dela Rosa was allegedly not released. Instead, he was detained for several days without a proper charge sheet.
According to Cardinal David, the police officers allegedly attempted to extort money from Dela Rosa, demanding a "ransom" in exchange for his release.
It was during this period of illegal detention that Dela Rosa's son, Jayson Jr., began a desperate search for his father through the heavily flooded streets of Caloocan.
Sadly, Jayson Jr. contracted leptospirosis from the contaminated floodwaters and later succumbed to the disease, a devastating outcome that the family believes could have been avoided had Dela Rosa been released.
Dela Rosa's legal counsel, Atty. Arnold Valenzuela, stated that his client was unjustly paired with another detainee in a fabricated illegal betting case.
Video evidence reportedly shows Dela Rosa being held for days without charges before being presented with a co-accused.
Valenzuela added that they are also considering filing criminal charges against the policemen involved.
NAPOLCOM Vice Chairperson Rafael Calinisan vowed to hold the officers accountable, calling their actions a clear case of grave misconduct and a serious injustice.
"We will put an end to this kind of impunity," he stated. Cardinal David echoed this sentiment, lamenting the alleged abuse of power by some members of the police force. "This has become a common practice," he said, pleading for officials to rectify the systemic issues within the Philippine National Police (PNP).

Still in other news, three brothers died after their tricycle collided with a pickup truck in Pototan, Iloilo while rushing one of them to the hospital. The victim, alias “Reymark,” was earlier hacked in the neck and head by their brother-in-law, Mike Servidad. Police said Reymark and Raymond were declared dead on arrival, while Riyen later died during treatment. Servidad was arrested but claimed self-defense, alleging Reymark, who was drunk, first threatened his wife with a machete.
