Department of Public Works and Highways (DPWH) Mimaropa Regional Director Engr. Gerald Pacanan has apologized to Oriental Mindoro Governor Humerlito “Bonz” Dolor after an incident involving a security guard who barred the governor from inspecting a collapsed flood control project.

Dolor, who earlier expressed outrage over the substandard quality of the flood control structure in Naujan, Oriental Mindoro, was reportedly prevented by a security guard from entering the site managed by a private construction company.
The governor has been vocal in questioning the integrity of the project, citing that it was allegedly overpriced and poorly built with thin cement, no steel reinforcements, and sand filling the di-ke’s interior.
In response to the incident, Pacanan issued a public apology.

“Humihingi po ako ng tawad sa kaniya at sa buong mamamayan ng Mindoro dahil hindi po ‘yon dapat nangyari,” he said, acknowledging that a government official should not have been stopped from conducting an inspection.
Pacanan added that the DPWH will cooperate fully in reviewing the project’s implementation and evaluation process.
The agency is also coordinating with the Commission on Audit (COA) to address Dolor’s earlier concerns on how the structure passed technical inspections.
The flood control project, built along the Mag-Asawang Tubig River in Barangay Tagumpay, collapsed before it could serve its purpose, sparking criticism from both the governor and residents.
