“Anong klaseng puso ang mayroon ang gumawa at nagpagawa nito?” Dolor asked, referring to the flood control structure built along the Mag-Asawang Tubig River in Barangay Tagumpay.
The governor said the project was not only allegedly overpriced but also “substandard.”
According to Dolor, the di-ke appeared to have been constructed with poor materials, citing the absence of steel reinforcements, thin layers of cement, and an interior filled mostly with sand.

The collapse has raised concerns over accountability, especially as the province faces recurring floods and natural disasters.
Dolor also questioned how such a structure passed government scrutiny.
“Paano ito nakapasa sa technical inspection ng DPWH at COA?” he asked, stressing the need for a thorough investigation. The governor emphasized that infrastructure projects, particularly flood control systems, are vital for protecting communities and should not be compromised by alleged negligence or corruption.
Flood control structures are designed to shield residents from the dangers of overflowing rivers and heavy rains, but Dolor noted that this particular project failed even before serving its purpose.
He called on concerned agencies to review the project’s approval and hold accountable those behind its implementation.
The issue has sparked public criticism, with many residents demanding stronger oversight to ensure taxpayer-funded projects truly benefit communities rather than expose them to greater risks.
