The Philippine National Police (PNP) recently held a live demonstration of its "5-Minute Response Policy" and the effectiveness of the 911 hotline, with President Ferdinand "Bongbong" Marcos Jr. and Interior and Local Government Secretary Jonvic Remulla in attendance.

As part of the demonstration, Secretary Remulla ordered a surprise test, directing police units to respond to a simulated emergency call at the office of Trece Martires City Mayor Gemma Lubigan.
The officers arrived at the city hall in just over four minutes, a clear indication of their readiness.
However, they did not find the mayor in her office. The team then proceeded to her residence, reaching it in an impressive two minutes and 41 seconds.
Mayor Lubigan later explained that she was simply not in her office at the time of the unannounced demonstration.
PNP Chief Torre emphasized the critical role of technology in achieving these rapid response times, specifically highlighting the use of modern two-way radios for seamless communication.
This technological integration is a key component of the force's modernization program and is instrumental in ensuring that officers can be dispatched and reach a location as quickly as possible.
The policy aims to drastically cut down on response times, which can be crucial in life-or-death situations.
The demonstration followed the release of impressive data on the 911 hotline's performance. From August 2024 to June 15, 2025, the hotline received over 17.5 million calls, with 60.34% of them, or 10.5 million, being successfully addressed.
Since the implementation of the 5-minute response policy from June 2 to August 10, a remarkable 94% of the 3,574 calls requiring police assistance were responded to within the target timeframe.
President Marcos Jr. expressed his satisfaction with the PNP's progress, noting that these policies are a vital step toward creating a safer and more secure country for all Filipinos.
The successful test run and the positive statistics signal a renewed effort by the government and the police force to improve public safety and emergency services.
It sends a clear message to the public that help is always just a phone call away and that law enforcement is working to be more efficient and responsive than ever before.
