A terrifying incident in Barangay Central Signal has raised alarms about a potent and dangerous substance known as "tuklaw" after a 16-year-old student was allegedly forced to smoke it, causing him to scream and convulse uncontrollably.

Authorities are now on a manhunt for two unidentified men who were seen on CCTV approaching the minor on a motorcycle before the alarming episode occurred.

The minor, a Grade 11 student, was reportedly approached by the two men who offered him what they called a "tuklaw" cigarette.

Fearing for his safety, he complied. According to Alvin Detablan of the Taguig Central Signal City Epidemiology and Disease Surveillance Unit, the minor recounted the events, saying, " Sir may lumapit po sa amin, nakamotor, dalawa. Tapos tinanong 'yung kasama ko kung puwede magbomba. ‘Pag pumayag 'yung isang nagbomba, pagbomba niya, nag-hits siya. Pag hits, alis agad 'yung lalaki na nagpa-hit sa kanila. After 5 minutes po, ‘yun, nangisay-ngisay na, bumagsak na po sa sahig."

The boy was immediately rushed to a nearby hospital for treatment and observation.

Police Major Jefferson Sinfuego, Commander of Taguig Police Sub Station 6, confirmed that surveillance footage shows the two men on a motorcycle engaging the victim in conversation.

"Nakita natin doon na meron ngang dalawang lalaki na um-approach dito sa biktima natin. Casual lang silang nag-uusap. Parang pinapa-ano siya ng sigarilyo, which is sabi ng tuklaw. Tsaka umalis ‘yung dalawang unidentified natin," he said.

The suspects are believed to have only been visiting the area, and authorities are now intensifying their efforts to locate them.

The victim's parents, who are residents of Barangay Hagonoy, are appealing for justice for their son. The incident has prompted local officials to reinforce curfew ordinances to better protect minors from such predators.

This case has been deemed highly alarming, not only because a minor was victimized but also due to the unknown, potentially long-term side effects of the substance.

The Philippine Drug Enforcement Agency (PDEA) has issued a warning about "tuklaw," which is also known as "black cigarette" or "thuoc lao."

According to PDEA spokesperson Joseph Calulot, the substance, which originates from Northern Vietnam, is significantly stronger than regular cigarettes.

"That’s 9% yung nikotina niya as compared to regular cigarettes na around 1% to 3% nicotine lang. Doon mo makikita na mataas talaga ang concentration ng nicotine sa tuklaw cigarettes," Calulot explained. He noted that the high concentration is due to the specific plant used, nicotiana rustica, as opposed to the nicotiana tabacum used in standard cigarettes.

However, Calulot said that the nicotine alone might not be enough to cause the minor's severe reaction, speculating that other substances, such as cannabis, shabu, or cocaine, could have been mixed in.

"Posibleng mga cannabis, shabu, cocaine, they also have hallucinogenic effects po…Depende sa katawan ng tao, ayun yung magiging epekto sa katawan ng tao, there will be seizure, there will be hallucinations," he said.

The PDEA is still awaiting laboratory results from samples taken from earlier incidents involving "tuklaw" and is also investigating its illicit trade online.

Alias “Larry,” a former employee of Calalo, surrendered and confessed to the crime, citing a past conflict as his motive, while also claiming the victim was carrying P600,000 that is now missing. Larry revealed he was with three other accomplices during the killing, and authorities are still hunting down the remaining suspects involved in the incident.

Still in other news, a 35-year-old Filipino tourist died from injuries sustained in a vehicular accident in Tsuen Wan West, Hong Kong on August 5, 2025, as confirmed by the Department of Foreign Affairs (DFA). The victim’s remains are currently secured at the Kwai Chung Public Mortuary while the Consulate General assists the grieving family. The Consulate General assured support for the family’s travel to Hong Kong to arrange the repatriation of the deceased’s body. Authorities have apprehended the taxi driver involved, and the Consulate General is working closely with the Hong Kong Police Force as the investigation continues.
