The worker is now recovering in a local hospital from second-degree burns, while the incident highlights the critical need for stringent safety protocols on construction sites, particularly those near high-tension power lines.

The alarming event transpired on Wednesday, June 4, 2025, at a building under construction in Cebu City.

Eyewitness accounts suggest the worker, identified by local authorities as Mr. Arnold Goc-ong, 37, inadvertently made contact with a high-tension electrical wire.

Goc-ong was reportedly carrying an iron rod or steel bar which, according to the barangay response team, struck the live wire, causing a powerful electrical surge to pass through his body.

The immediate aftermath was visually striking, with reports from bystanders and video footage indicating smoke emanating from Goc-ong's body as he lay immobile.

The danger of the live current initially prevented immediate assistance from those nearby. Responders from the local barangay unit and the Bureau of Fire Protection (BFP) were quickly dispatched to the scene.

Exercising extreme caution due to the lingering electrical hazard, the trained rescue teams managed to safely extract Goc-ong from the perilous situation.

Their swift and calculated actions were instrumental in mitigating further harm and facilitating his transfer to a medical facility.

Upon arrival at the hospital, Goc-ong was diagnosed with second-degree burns. Despite the severe nature of the electr0cution and the visible smoke, his survival is considered a testament to both the immediate, albeit challenging, rescue efforts and the resilience of the human body.

As of latest reports, he is undergoing treatment and is in stable condition, beginning his recovery journey.

The incident has triggered an investigation into the safety compliance of the construction site.

Authorities are expected to examine whether adequate safety measures were in place to prevent such contact with power lines, including proper clearances, insulation of materials, and worker training.

Under Department of Labor and Employment (DOLE) regulations, construction sites are mandated to ensure the safety and health of workers, particularly in areas presenting significant hazards like exposed electrical lines.

Representatives from the Visayan Electric Company (VECO), the power distributor in Cebu, are also expected to participate in the inquiry to assess the integrity of the power lines and provide technical assistance.

They consistently remind the public and construction firms about the dangers of working near electrical infrastructure and the importance of coordinating with power companies for any construction activities that could pose risks.

As of the latest updates, the owner of the building under construction has not yet released a public statement regarding the incident.

This near-fatal accident serves as a stark reminder for all stakeholders in the construction industry – from project owners to individual workers – to prioritize and strictly adhere to all established electrical safety protocols to prevent future tragedies.
