According to the initial investigation, the passenger van came from Tuguegarao when it crashed to the pickup.
Investigations about the incident are still ongoing.
In the Philippines, if a public utility vehicle (PUV) such as a jeepney, bus, or van gets into an accident that leads to the death of a passenger, both the driver and the operator may face legal and financial consequences.
The driver can be charged with reckless imprudence resulting in hom!cide, which is a criminal offense under the Revised Penal Code, and may face imprisonment if found guilty.
If the operator is different from the driver, they may be held civilly liable, especially if the vehicle was unfit for use, overloaded, or lacked the necessary permits.
The family of the victim can also file a civil case to claim damages, which may include hospital bills, funeral costs, loss of income, and moral damages.
The Land Transportation Franchising and Regulatory Board (LTFRB) may suspend or cancel the franchise of the vehicle involved, particularly if there was gross negligence or repeated violations.
Meanwhile, the Land Transportation Office (LTO) may revoke or suspend the driver’s license following the results of the investigation. While every case is judged based on evidence, most fatal accidents involving PUVs typically lead to both criminal and administrative cases.

According to the report of EJ Gomez in 'Unang Balita,' the 38-year-old suspect committed the crime inside the school's faculty room. Police authorities said the school has a security guard, but being a familiar face in the school, the suspect managed to easily get in and out of the school. The suspect said he was there to talk to his wife and settle their misunderstanding, but unfortunately, it led to a big arguement.
