However, the one who was handcuffed was the rider wearing the helmet, not the one with the gun.
According to the Manila Police District, the rider with the gun is a member of their force.
They said the scuffle stemmed from a traffic dispute. But contrary to what was seen in the video, they claimed that the rider of the red motorcycle started the commotion.
“Dahil nagmamadali po, patuloy po kinakalampag 'yung kanyang top box at pilit siyang pinapausog pero sabi po ng pulis hindi siya makaka-usog kasi meron pong truck sa harapan niya," said P/MAJ. Philipp Ines, Spokesperson of MPD.

"Pinagsasalitaan siya ng hindi maganda. So sinabi po ng pulis natin na ako po ay pulis. Ang sabi po nitong MOVE-IT driver wala akong pakialam kung pulis ka, umalis ka dyan sa harapan. Kaya itong ginawa po ng ating pulis ay bumaba siya at para arestuhin po itong movie driver na ito kasi meron na po ang violation. Ito po yung unjust fixation,” he added.
According to MPD, even though the police officer was in civilian clothes, he was on duty at the time due to the elections.
Still, they admitted that the officer went overboard in his actions.
P/COL. Randulf Tuaño, Acting Chief, PNP-PIO, said, “Bagamat sinasabi nga natin siya, dapat i-apport natin siya ng due process and transparency. Pero huwag na natin i-sugarcoat kung nagkamali ang pulis natin. Sabihin natin sa kapwa natin, sa taong bayan na nagkamali ang pulis natin.”
PNP Chief Police General Romel Francisco Marbil has already ordered a thorough investigation into the incident.
The PNP is taking the matter seriously and has already launched administrative action against the officer involved.
As of now, the officer has been placed under restrictive custody by the MPD. He will face charges of grave misconduct and conduct unbecoming of a police officer.
