Preliminary investigations, as reported by GMA Regional TV and subsequently aired on Balitanghali, revealed that the perimeter fence of the poultry farm had been intentionally connected to a live electrical wire.

Furthermore, the local barangay captain stated that the poultry farm owner had neither secured the necessary permits nor informed local authorities about the installation of the live wire on the fence.
