The denouncement follows the circulation of a viral video on social media depicting a traffic altercation in Quezon City involving an SUV bearing the said plate.
House Secretary General Reginald Velasco expressed his disapproval of the incident, stating that the legislative body “strongly condemns the misuse of the special protocol plate number ‘8’ by the owner or driver of a vehicle recently involved in a traffic altercation, as seen in a viral video circulating online.”
The video, which gained traction across various social media platforms, captured an encounter between the driver of the SUV displaying the protocol plate "8" and the driver of another vehicle.

The footage shows the SUV driver exiting their vehicle and approaching the other driver, who remained inside their car.
During the confrontation, the SUV driver can be heard issuing threats, reportedly asking the other driver, “gusto mo barilin kita?” Following a verbal exchange that included offensive language, the SUV driver returned to their vehicle and departed the scene.
Secretary General Velasco raised suspicions about the authenticity of the protocol plate observed in the video. “From watching the viral video, it would seem that the protocol plate is fake. It does not seem to have the security features of an original ‘8’ protocol plate,” he stated.

He further emphasized that law enforcement agencies possess the capability to readily identify counterfeit plates and impound them.
Velasco has called upon the relevant authorities to conduct a thorough investigation into the incident and to hold the individual involved accountable for their actions.
“Using a fake special plate number, if that is indeed the case, is illegal and constitutes a punishable offense under existing laws. It is a serious matter that undermines the integrity of official markings and erodes public trust,” the House Secretary General asserted.
He also encouraged the public to report any similar incidents they may witness to the appropriate law enforcement agencies.
Echoing these concerns, House Assistant Majority Leader and Tingong Party-list Representative Jude Acidre urged government agencies and the House Secretariat to implement stricter regulations concerning the issuance and use of protocol plates.
“Sana ay paigtingin pa natin ang mga polisiya at alituntunin sa paggamit at pag-issue ng protocol plates,” Representative Acidre stated, emphasizing the need for greater oversight to prevent the abuse of these special license plates.
The incident has sparked public discussion regarding the privileges associated with protocol plates and the responsibility that comes with their use.
The House of Representatives’ swift condemnation underscores the institution's commitment to maintaining the integrity of official designations and ensuring that those who violate the law are held responsible.
The ongoing investigation is expected to shed more light on the authenticity of the plate and the identity of the driver involved in the altercation.
