In the Philippines, liability for a fire that causes deaths depends on factors such as negligence, intent, and compliance with fire safety regulations. If negligence is proven, homeowners, tenants, business owners, or landlords may be held civilly or criminally liable, especially if fire safety measures were not followed. However, if the fire was purely accidental, there may be no criminal liability, although affected parties may still file civil claims if negligence can be established.
