Deputy Speaker David Suarez has called upon Filipino vloggers who participated in a training program sponsored by the Chinese government to utilize their acquired skills for the advancement of the Philippines.

This appeal was made during a recent House of Representatives tri-committee hearing, where the focus was on the spread of misinformation and disinformation across social media platforms.

During the hearing, Suarez questioned former Presidential Communications Office (PCO) Secretary Trixie Cruz-Angeles regarding her knowledge of individuals featured in a photograph taken at Tiananmen Square during a 2023 training session organized by China’s National Radio and Television Administration (NRTA).

Angeles acknowledged recognizing several individuals in the photo, including journalist Pia Morato, bloggers Tio Moreno and Mark Lopez, and lawyer Ahmed Paglinawan, although she stated she could not recall everyone present.

Cruz-Angeles described the training as primarily technical, emphasizing the effective use of short-form social media content.

Suarez, in his questioning, underscored the potential benefit of this training for the country.

“At least our resource persons admitted that they benefitted from the state-sponsored seminar, that they understood how to use reels, threads, and short videos. My appeal only is this: I hope you can use this additional knowledge and skills for the benefit of the Philippines,” he stated.

The inquiry extended to the specifics of the training regimen and its funding.

Cruz-Angeles confirmed that the Chinese government covered all expenses for the program, which ran from May 23 to June 5, 2023.

“And this seminar, was it sponsored or did you have to pay for your seminar fees?” asked Suarez. “So the one that paid the expenses is the government of China?

“This was sponsored…Yes, sir,” the former PCO head answered.

She explained that invitations were extended through the foreign embassy, suggesting that such programs are conducted regularly and that invitations are also extended to members of mainstream media.

“How did you get invited to take part in the seminar?” Deputy Speaker Jay-Jay Suarez again asked.
“Through the Chinese Embassy … They conduct these regularly, I understand. There are others who are also invited from the mainstream media, but we did not go together during that time. So I understand that this is conducted regularly,” Cruz-Angeles answered.

The former PCO head detailed that the training focused on emerging social media techniques, particularly the creation of short-form content.

While the sessions included background information on the sponsoring country, the primary focus was on technical skills.

“They introduced new techniques in social media such as short-form social media, how to take them. A lot of them were technical, emerging issues, but they also gave a background on China. And that’s, I’m sorry, that’s all that I can recall,” the former PCO head said.

Suarez probed whether the training had influenced Cruz-Angeles's perspective or professional practices.

While Cruz-Angeles acknowledged the historical context provided, she emphasized that the technical aspects of short-form video production were the most valuable takeaways.

“It includes a history of China, which also includes an understanding of the area. I have studied that already a long time ago, so many of these were just a repeat. What was new is the short form, the seminar on the usage of short form type of video, which is technical, like a technical seminar where we are taught to use this on different platforms,” the former PCO head revealed.

The hearing also saw scrutiny of vloggers' claims, with Abang Lingkod party-list Rep. Joseph Stephen Paduano issuing a stern warning to Mark Lopez against providing false testimony.

Lawmakers have recently cautioned the public about manipulated videos designed to mimic President Ferdinand Marcos Jr.'s voice, particularly in relation to sensitive geopolitical issues.

The PCO has officially disavowed these videos, clarifying that they do not reflect the president's directives.

These viral posts appeal to the emotions of netizens, and in rare cases, such could also happen to ordinary people, making them very relatable to just about simply everyone around.

In other news, a 27-year-old woman was arrested after she allegedly tried to sell her 3-year-old daughter online for P30,000. In an exclusive report of GMA News, undercover agents from the PNP carried out an entrapment operation, posing as the prospective parents of the kid, who would still be picked up from Nueva Vizcaya. The suspect accepted the money in exchange for her kid, and she cited "lack of money" as the reason behind her attempt to sell her own daughter, and thinking that the kid would have a good future with other parents.
