A Quezon City Police District (QCPD) official has revealed that Patrolman Francis Steve Fontillas, the officer facing charges for inflammatory social media posts, has a documented history of “mood swing issues.”

This revelation sheds light on the potential factors contributing to Fontillas's controversial online behavior, which included threats against President Ferdinand Marcos Jr., the International Criminal Court (ICC), and Interpol.

QCPD spokesperson Police Capt. Febie Madrid, in a recent interview, disclosed that Fontillas's mental health had been a concern within the department.

“Mayroon na rin naging issue sa mga mood swing niya way back in 2023. May mga naging issue na dito sa previous unit niya two years ago,” Madrid stated.

Consequently, Fontillas was reassigned to administrative duties and placed under the supervision of the health unit for monitoring.

“Kaya po siya dinetail sa admin at nakafurther detail sa health unit para mamonitor ang kanyang health issue kung mayroon mayroon siyang mental health issue na tinatawag,” he added.
“We have to help our personnel pag ganyan, tinulungan siya,” Madrid said.

Fontillas's social media outbursts coincided with a period of unauthorized absence from duty.

He had filed for a two-week emergency leave, from March 6 to March 19, but his application was pending.

“Kaya lang nakapending lang po ang application niya, pero continued kaya naging absent tuloy from March 6 to March 19,” Madrid explained.
“Kasabay din nito 'yung mga controversy noong mga nakaraang linggo,” he added.

During this time, Fontillas posted threats against the president and made aggressive statements regarding the ICC's case against former President Rodrigo Duterte.

The QCPD has since filed charges of inciting to sedition in relation to the Cybercrime Prevention Act against Fontillas.

Additionally, the National Police Commission (Napolcom) has launched an investigation and will file administrative charges for alleged “partisan activity” on social media.

Fontillas reportedly returned to the QCPD on Thursday, expressing remorse for his actions.

According to Napolcom Commissioner Rafael Vicente Calinisan, Fontillas “promised not to post seditious comments and hate speech on his social media pages.” He is currently in restrictive custody.

Fontillas declined to comment on the allegations when approached by the media.

“Mamaya na lang,” he told the ABS-CBN news crew who tried to interview him.

Capt. Madrid emphasized that Fontillas will be afforded due process, while also reminding QCPD personnel to maintain discipline in their online conduct.

“We have our own views, opinion sa mga pulitika sa kung anumang bagay, but we are in the organization and we have to have this discipline para sa ating mga action,” she stated.

She stressed the limitations on freedom of expression for police officers, citing the Code of Ethics and Ethical Standards and memorandum circulars.

“Ang ating mga opinion, we don't have absolute, but limited freedom of expression. Kung anuman, we have to act according sa limitation na yun dahil we may sinusunod tayong Code of Ethics and Ethical Standards at meron din tayong memorandum circular na sinusunod,” she added.
“Let's just obey at wag gamitin ang ating organization at uniporme na mainvolve sa mga pulitika kasi we remain to be apolitical,” Capt. Madrid concluded.

The incident has prompted discussions about the mental health of police officers, and the importance of responsible social media use.

In other news, a 62-year-old retired seaman was found dead inside his home in Barangay Buhangin, Davao City, after being stabbed in the neck. Authorities suspect the victim’s household helper, who had been working for the family for 15 years, as the perpetrator. Investigators believe the crime stemmed from an argument, with the suspect also taking ₱50,000 from the victim before fleeing. Police have recovered the murder weapons and launched a manhunt for the suspect, who is now facing a murder complaint.

Still in other news, a baby was abandoned by his parents in Davao City, particularly in Lanzona Subdivision, Matina Aplaya. The baby was placed right inside a paper bag. According to GMA Regional TV, the police said that a woman heard a baby crying, and it was then that she found the little one with his umbilical cord still attached.
