A man was pronounced dead on the spot after being fatally stabbed by another man in Ronda, Cebu.

According to a report from GMA Regional TV on GMA 7's 'Balitanghali,' both the victim and the suspect were farmers.

They had a previous argument that had already been resolved in the past.

However, police authorities stated that while they were drinking together on Wednesday evening, their old dispute resurfaced, leading to a heated confrontation that ended in tragedy.

This resulted in the suspect stabbing the victim.

The suspect was immediately arrested and will be charged with murder. He refused to issue any statement about the crime he committed.

In the Philippines, the law distinguishes between crimes committed under the influence of alcohol and those committed sober, considering intoxication as a factor that can either mitigate or aggravate criminal liability.

If a person was intoxicated but not a habitual drinker and did not intend to commit the crime, it may serve as a mitigating circumstance under Article 13 (7) of the Revised Penal Code, potentially reducing the penalty.

However, if the offender is a habitual drinker or deliberately got drunk to commit the crime, it becomes an aggravating circumstance under Article 14 (6), leading to a harsher punishment.

Ultimately, being under the influence of alcohol does not exempt a person from responsibility but can affect the severity of the penalty depending on the circumstances.
