The incident, captured on video and aired on Unang Balita this past Friday, showed a man in a blue shirt attempting to subdue another man wearing a sweatshirt.
The two men wrestled over the bag, with a third man in a yellow shirt eventually intervening to help secure the bag. A firearm was later retrieved from the bag.
According to Police Regional Office 10, the man in the blue shirt is an intelligence officer.

The incident began when the police officer noticed the tricycle driver carrying a gun tucked into his waistband.
The officer followed the tricycle driver on his motorcycle to the town's market, where he then confronted the driver.
In addition to the firearm, six rounds of ammunition were also recovered from the tricycle driver.
The individual is currently in police custody, and GMA Regional TV is attempting to obtain a statement from him regarding the incident.
