Police Lt. Col. Santi Mendoza today appeared before the Congressional Quad Committee and detailed his knowledge on the assassination of Philippine Charity Sweepstakes Office (PCSO) board secretary, Atty. Wesley Barayuga.

It can be recalled that Atty. Barayuga, a former police general, was killed in a broad daylight ambush while on board his vehicle on July 30, 2020, in Mandaluyong City.

In his signed affidavit, Lt. Col Mendoza revealed that former PCSO GM, retired Col. Royina Garma, and Napolcom Commissioner, former police Col. Edilberto Leonardo, as the masterminds of the killing.

"Sa kabila ng aking pag-a-alinlangan na tanggapin ang utos na ito sa kadahilanang isang opisyal ng gobyerno ang aming target, ako ay napilitan na lang na sumang-ayon at sumunod dahil ang utos ay mula sa isang nakatataas na opisyal at upperclassman ko na si Police Col. Leonardo, at ang utos ay galing mismo sa isang opisyal ng gabinete na si Ma’am Royina Garma," Mendoza said, reading from his affidavit.

Under intense questioning from congressmen, the police officer detailed how Col. Leonardo, who is his upper classman in the Philippine National Police Academy, ordered him to execute an operation against Barayuga, whom Mendoza said has links to the illegal drug trade as per information from Leonardo.

Mendoza also claimed that Leonardo told him the order originated from then PCSO GM, Col. Garma.

The hearing of the Joint Committee on Dangerous Drug5, Public Order and Safety, Human Rights, and Public Accountability is still ongoing.

It can also be recalled that former Presidential Spokesperson, Atty. Harry Roque, issued a statement against the arrest warrant issued by the House of Representatives after he was cited for contempt. Atty. Roque called the congressmen's actions as "power tripping." He also did not attend the hearing and did not submit documents pertaining to his family's wealth. Atty. Roque also said that the arrest warrant issued against him is illegal, hinting that he's going to question it before the Supreme Court.
