VP Sara Duterte and Sen. Risa Hontiveros exchanged heated words during the Senate hearing for the OVP budget.
Earlier, Sen. Hontiveros asked the OVP about its projects that the legislator believed duplicate those already being implemented by various line agencies.
The Vice President explained there are instances when they ask for assistance from line agencies like the DSWD but were allegedly turned down because of political alliances.
Sen. Risa then asked the OVP about another project, this time a children’s book called “Isang Kaibigan,” which has a proposed budget of P10 million.

At this point, however, VP Sara opted not to answer the question but said she’s going to send Sen. Risa a copy.
The legislator pressed on with her question but instead of answering, the VP made a statement about Sen. Risa seemingly attempting to re-allocate the OVP’s programs because of political reasons.
“This is an example of politicizing the budget hearing through the questions of a senator. Ang prolema niya kasi nakalagay yung pangalan ko doon sa libro at yung libro na yan ibibigay namin sa mga bata at yung mga bata na yan may mga magulang na boboto. At yung pangalan ko nagkalat doon sa kung saan man ibibigay yung libro. Madam chair, we commit to send tomorrow...a copy of the book,” VP Sara said.
Sen. Risa then said she doesn’t understand why VP Sara would say she’s politicizing the issue when all she wanted to know was about the said book.
“Hindi ko maintindihan yung ugali ng ating resource person. It is a simple question, paulit-ulit na this is politicizing... I don't appreciate this kind of attitude,” Sen. Risa said.
VP Sara countered with her answer: “Hindi ko rin maintindihan ang ugali ni Sen. Risa Hontiveros and I do not appreciate...this kind of behavior and attitude.”
Lest the two would be carried away any further, Sen. Grace Poe stepped in and pacified the situation.
Ana Theresia "Risa" Navarro Hontiveros-Baraquel is a Filipino politician, journalist, and community leader. She was born on February 24, 1966. She won a seat in the Philippine Senate, placing 9th, during the 2016 general elections. Previously, she served as Akbayan sectoral representative in the Philippine House of Representatives from 2004 to 2010.
In a separate news report, Sen. Risa made a privilege speech recently where she revealed that former Bamban, Tarlac Mayor Alice Guo already left the country on July 17. According to Sen. Risa, Guo entered Kuala Lumpur, Malaysia on July 18 and from there, went to Singapore to meet up with her family. Sen. Risa then asked on how was Guo able to evade the watchful eyes of the government and who helped her. The legislator then requested for an in-depth investigation into the matter and who was Guo's accomplice.
Sen. Risa previously revealed that Mayor Guo and Guo Hua Ping have the same fingerprints. According to the legislator, the National Bureau of Investigation (NBI) has confirmed that Guo’s fingerprints have matched with the said Chinese passport holder. As per Hontiveros, the findings confirm that Alice Guo is a “Pekeng Pilipino” like what she had suspected all along. The senator likewise described Guo as a “Chinese national masquerading as Filipino citizen to facilitate crimes being committed by POGO.”
