Because plunder is legally classified as a non-bailable offense in the Philippines, it carries a potential maximum penalty of life imprisonment, with temporary liberty granted only if the trial court determines that the state's initial evidence of guilt is not strong.

According to a detailed legal report published online by the national media network Inquirer News, this heavy legal development comes just days after a separate branch of the anti-graft court issued a bailable arrest order over related transaction anomalies.

Last Friday, the Sandiganbayan Second Division had previously issued a warrant for a bailable graft charge against both Jinggoy and Manuel, setting the bond at 90,000 pesos each.

The two high-profile figures managed to avoid immediate detention over the weekend by promptly appearing at the court to post the required financial bail.

The implementation timeline of the warrants became a subject of administrative distinction within the anti-graft court due to procedural actions taken by the defense.

Counsel for the lawmaker, Noel Ostrea, had aggressively submitted an urgent motion seeking to completely withdraw the issuance of the arrest orders across both the Second and Fifth divisions.

Sandiganbayan Presiding Justice Geraldine Faith Econg, who chairs the Second Division, explained to local reporters that her office had already finalized and signed the graft warrant before the defense could submit their urgent paperwork, which is why that initial order was still formally implemented.

Conversely, the clerk of court for the Fifth Division noted that the lawmaker's defensive motion reached their office prior to the formal judicial determination of probable cause for the plunder charge, creating a slight procedural window before the non-bailable warrant was eventually formalized.

The sweeping legal crisis stems from a massive criminal indictment brought forward by the Office of the Ombudsman last week.

State prosecutors accuse Jinggoy of orchestrating a systematic financial scheme, allegedly pocketing up to 573 million pesos in illicit kickbacks by manipulating public project allocations for regional flood control initiatives.

The veteran lawmaker has repeatedly maintained his total innocence against all variations of the corruption allegations.

Jinggoy previously argued that his office had zero direct involvement in the infrastructure spending allocations under investigation, calling the rapid escalation of the state's criminal complaints a clear violation of his constitutional right to due process.

Born to former Philippine President Joseph Estrada, Senator Jinggoy Estrada maintains an extensive background in national governance. Throughout his career, he has consistently championed state transparency and operational accountability. Even while navigating severe legal scrutiny, he continues to vocally challenge media misinformation while fiercely preserving his legislative history.

Last week, Sen. Jinggoy successfully secured temporary liberty by fulfilling the financial conditions set by the anti graft court following a structural mandate. The veteran lawmaker stands alongside several co accused individuals facing intensive state investigation regarding national infrastructure allocations. Judicial administrators formalized a monetary requirement of ninety thousand pesos for each named defendant to address the ongoing litigation. The official remains resolute regarding his absolute innocence while formally protesting the rapid procedural execution of the state complaints.

Previously, he also clarified his floor remarks concerning security video footage captured after a security emergency inside the national assembly building. Real time records confirm his dialogue focused strictly on standard operational protocols to preserve crucial evidence for the investigators. The official strongly rebuked select journalism networks for intentionally misrepresenting his commentary to generate unhelpful public friction. He requested that all digital reporters maintain total commitment to the highest principles of objectivity accuracy and overall professionalism.
