Winwyn took to social media to express her belief that banning a specific platform is merely a "band-aid fix" for a much larger problem.

"Scam is not an app problem... law enforcement at cyber capability problem yan," Winwyn stated in her post.

She noted that even if one app is removed, criminals will simply move their operations elsewhere.

"Nasa SMS, FB, Viber, Whatsapp, kung saan saan din ang scammers kung ano man na messaging app. Pag na-ban ang Telegram, lilipat lang sila," she pointed out.

In her post, Winwyn emphasized the need for "real action" and stronger enforcement from the DICT rather than restricting access to digital tools used by millions of legitimate users.

The actress also brought up the SIM Registration Act, questioning whether the law has actually led to any significant arrests since its implementation. She pointed out that many Filipinos are still plagued by suspicious messages daily.

"At yung SIM registration pala? May major syndicate na bang nahuli dahil doon? OR kahit sino may nahuli na ba? Legit question," she asked. "Kasi hanggang ngayon... ang dami pa rin talaga random scam texts na pumapasok eh," she lamented.
