In a significant legal escalation on January 19, 2026, the Sandiganbayan’s Third Division officially ordered the arrest of former Senator Ramon "Bong" Revilla Jr. and six former public works officials.

The anti-graft court found probable cause to move forward with non-bailable malversation charges involving a P92.8-million "ghost" flood control project in Pandi, Bulacan.

The case, which was formally filed by the Office of the Ombudsman on January 16, alleges that Revilla and his co-accused conspired to release approximately P76 million in public funds for a project that existed only on paper.

Investigators from the National Bureau of Investigation (NBI) and the Ombudsman discovered that while accomplishment reports were signed and payments were made, no actual construction ever took place in Barangay Bunsuran, Pandi.

The court’s resolution, penned by Associate Justice Karl Miranda, stated that after a thorough review of the documents, the warrants were necessary to "preserve the effectiveness of its jurisdiction."

Alongside the arrest warrants, the court issued a Hold Departure Order (HDO), effectively barring Revilla and the others from leaving the country.

The arrest orders also target six former employees of the DPWH Bulacan First District Engineering Office:

Brice Hernandez (Former Assistant District Engineer)

Jaypee Mendoza and Arjay Domasig (Former Engineers)

Emelita Juat (Former Engineer)

Juanito Mendoza (Former Finance Chief)

Christina Pineda (Former Cashier)

In a dramatic development late Monday night, NBI agents served the warrants within the Senate premises, taking Hernandez and Mendoza into custody.

Reacting to the news, Revilla released a video statement while in transit, lamenting what he called a "lack of due process."

He maintained that he had no involvement in the project's implementation and expressed confidence that he would be vindicated.

This latest legal battle comes years after his 2018 acquittal in a separate plunder case, though the current charges remain non-bailable, meaning the former senator may face detention while the trial proceeds.
