The mayor's declaration marks a significant expansion of his transparency initiatives, moving the spotlight from city hall to the grassroots level of the barangays.
During his State of the City Address (SOCA) for 2025, Mayor Vico underscored his continuous push for better governance since 2019, focusing heavily on reforming the City Government.

However, he stressed that 2025 would be the year to squarely confront and dismantle "old and corrupt practices" entrenched within the barangay governments.
In a move that sends a clear message of defiance to entrenched political interests, Mayor Vico specifically addressed rumors of certain corrupt barangay figures boasting about having strong ties to a powerful figure in the national auditing body.
"Even if some of them boast that they have a protector who is a COA Commissioner, we will not be intimidated," the Mayor declared, signaling his readiness to face powerful individuals allegedly shielding corrupt local officials.
The intensified anti-corruption campaign is not merely rhetorical. Mayor Vico confirmed that administrative cases have already been lodged against a number of barangay officials, with the city actively preparing criminal cases against them.
This commitment to legal action against errant officials, regardless of their supposed connections, reinforces Mayor Vico's reputation as a reformist leader unafraid to challenge systemic corruption.
The warning comes amidst heightened national scrutiny of COA Commissioner Mario Lipana regarding his alleged links to the flood control corruption scandal, where a firm connected to his wife reportedly bagged millions in government projects.
While Mayor Vico did not explicitly name the official, the context of his warning, delivered during a period of intense public focus on accountability, suggests a proactive measure to prevent compromised officials from interfering with Pasig's local audits.
Mayor Vico concluded his address with a resolute commitment to the fight against corruption, stating that this battle would continue "until the very end."
He clarified that his stern message was directed only at the "dishonest ones," emphasizing his respect for the many honest barangays and their officials who faithfully serve the public.
His administration’s ongoing efforts aim to institutionalize good governance and ensure that public funds, even at the lowest level of local government, are spent properly and transparently for the benefit of all Pasigueños.
