Some celebrities, however, did not take the news well. “Ano na nga ulit yun? Yun ba yung di ka pwede lumabas ng bahay tapos walang trabaho, walang ayuda, at walang plano yung gobyerno? Ah ok!,” Saab Magalona said in her post.

“Groundhog day,” said Agot Isidro, referring to the term to describe a situation where a series of unwelcome events appear to recur in almost exactly the same manner.

“Dejavu, Pilipinas. Stay safe, thinking of you,” Janine Gutierrez chimed in. Sam Concepcion simply posted: “Hayy Philippines.”

On the other hand, Alex Gonzaga revealed they already packed groceries and implored everyone to be careful. She also reminded Filipinos to shower and take off clothes upon getting home, ending her post with: “Hay eto na naman tayo!”

The enhanced community quarantine or ECQ in the NCR Plus bubble is a series of stay-at-home orders and cordon sanitaire measures implemented by the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID). It is part of the COVID-19 community quarantines in the Philippines, a larger scale of COVID-19 containment measures with varying degrees of strictness. The "enhanced community quarantine" (ECQ) is the strictest of these measures and is effectively a total lockdown.

Last year, the Philippine government through the IATF-EID created several classifications to separate worst hit areas from those that have less infection rates. The strictest of these classifications is the ECQ, which in effect, is a total lockdown. When it was finally lifted several months ago, citizens felt a bit freer under the General Community Quarantine (GCQ) level. Residents of these areas will be experiencing both minor and major changes in their daily routine due to this transition.

Last year, Presidential Spokesperson Harry Roque stated that President Rodrigo Duterte heard the calls of the medical frontliners regarding ECQ. He said that the country is grateful for the immense contribution of medical frontliners and their voices were heard. Roque previously said that the palace also understands the needed balancing act between the economic condition of the country vis-a-vis that of public health. He also stated that the local government units of Metro Manila were directed to “implement a strict localized lockdown/enhanced community quarantine in barangays where 80% of cases are located.”
