Luis Manzano responded to a netizen who blamed his stepfather, Senator Ralph Recto, for authoring the 3% OFW PhilHealth contribution memorandum that was heavily criticized by many people.
KAMI learned that Manzano pointed out that it was President Rodrigo Duterte who deemed the memorandum as urgent and signed it for implementation.
When another netizen argued that the President already stopped its implementation, Manzano countered that Duterte only stopped it recently but had already approved it earlier.
He also clarified that he is not trying to place the blame on the President and that all is good now that the decision was reversed by Duterte for the benefit of OFWs.
