Security personnel Victor Patelo said a Senate employee from Senator Ping Lacson’s office claimed the scent resembled marijuana and alleged that Montenegro was the only person in the area at the time. Patelo noted that Montenegro denied using marijuana or smoking inside the restroom, but admitted to carrying a vape, which she suggested may have caused the reported scent.

According to Patelo, the first odor-related incident occurred in the second week of July, when multiple staff confirmed a strong smell in the area but no one was observed smoking. The second report came after another male employee raised the concern on August 12, leading Patelo to approach Montenegro directly. The actress reiterated her denial of marijuana use, explaining that her vape could have been mistaken for the source of the odor. Senate President Francis “Chiz” Escudero and Senator Robin Padilla’s office, where Montenegro works, have ordered an investigation into the matter.
