Authorities in Cebu City are conducting a deeper investigation into a fatal vehicular incident that claimed the life of a 23-year old businessman in Barangay Banilad on Sunday night.

Police identified the victim as Kingston Cheng, who was reportedly standing near a restobar when he was struck by a vehicle driven by a 21-year-old suspect. Initial findings showed the driver first hit a parked vehicle before fleeing the scene at high speed.

“According to the witness, the suspect was driving at a high rate of speed,” wrote a portion of the police report.

Moments later, the vehicle struck Cheng, with the force of the collision causing severe injuries.

“Due to the strong impact of the collision, the victim was allegedly thrown against a post near the restaurant,” added the report. Cheng was declared dead on arrival at the hospital.

The suspect fled once more but eventually crashed his vehicle and was later located by authorities. Investigators said he could not present a valid driver’s license or the vehicle’s registration papers.

He is now under hospital arrest while facing possible charges of reckless imprudence resulting in ho*micide and damage to property.

The Land Transportation Office in Central Visayas ordered a 90-day preventive suspension of the suspect’s license and issued a show cause order.

“The driver is facing violations of Section 48 (Reckless Driving) and being unfit to possess a driver's license under Republic Act 4136 as well as driving under the influence of alcohol or dangerous dru*gs under RA 1058,” wrote the office in a statement.
A hearing is set for Feb. 17, 2026. “Road safety is everyone's responsibility,” LTO-7 said.

Business leaders also mourned Cheng’s death and urged accountability.

“This senseless tragedy highlights the urgent need to strengthen accountability, road safety, and the protection of human life,” the Cebu Chamber of Commerce and Industry stated.

Some of the stolen bags were later found discarded in a nearby alley, although the money inside them was already gone. Police have identified the suspect as a local individual previously linked to similar akyat-bahay incidents and carnapping, prompting an intensified manhunt to stop further break-ins in the community.
