Investigators revealed that prior to the incident, the woman asked permission from her mother to go out with her stepfather to buy gifts in the town of Siniloan.
However, the two never returned home, raising concern among family members.
Police later learned that instead of heading back, the suspect allegedly took the victim to a secluded area.

Meanwhile, police have launched a manhunt for the suspect, who remains at large as of this writing.

Discaya has also been linked to contractors involved in flood control projects that are currently being examined by the Senate. In a separate development, reports confirmed the passing of former Department of Public Works and Highways undersecretary Catalina Cabral.
