Video footage showed a rider firing at a man while still on a motorcycle.
The victim, although badly hurt, managed to run away from the scene.
He suffered three gunshot wounds in the side and is now recovering in a hospital.
A follow-up operation led to the arrest of the suspect.
Officers also recovered a handgun from him.
Investigators believe the attack may be linked to a drug-related dispute between the suspect and the victim.
No statement came from the arrested man, who is now facing several criminal charges.
