In her post titled “HOW FLOOD CONTROL WORKS,” Davila detailed how the Jaro floodway functions as a key element in the city’s disaster mitigation efforts.
“The Jaro floodway diverts flood waters to the Iloilo Strait,” she explained, noting that the project was built with the help of the Japan International Cooperation Agency (JICA) and constructed by Hanjin Heavy Industries of South Korea and China International Water & Electric Corporation.
Davila also commended Iloilo’s “multi-pronged approach” to managing floods — from restoring mangrove forests to developing the award-winning Iloilo Esplanade, which not only beautifies the city but also contributes to cleaning and rehabilitating the Iloilo River.

She clarified that her post was not meant to favor any political figure, saying, “This is not a pro-political post on anyone.”
Despite the city’s progress, Davila acknowledged that “there are still barangays that experience flooding in Iloilo — specially after continuous rains,” and mentioned that the City Council is urging the Iloilo City Infrastructure (ICI) office to look into “anomalous” projects.
The journalist ended her post with a firm reminder.
“Basta huwag lang nakawin at pagkakitaan ang flood control, puwede talagang di tayo mamatay sa baha. Kaya — PLEASE. STOP. STEALING.”
Her message resonated widely, highlighting how transparency and proper implementation can make flood control systems truly effective.
