The incident, which unfolded during the annual Fiestang Kuliat celebrations, saw both the racing horse and the police officer involved in a tumble, highlighting a risky collision between traditional festivity and modern traffic management.
The event, which was part of the city's month-long cultural program, featured a calesa or horse-drawn carriage race.
According to a report by GMA Regional TV, a video capturing the mishap shows the racing horse, pulling its cart, being accidentally sideswiped by a traffic enforcer’s motorcycle.
The impact caused the horse and carriage to immediately fall onto the pavement. The motorcycle enforcer also tumbled from his vehicle and was momentarily pinned beneath it.
Eyewitnesses, including spectators of the ongoing race, quickly rushed to the scene to assist the fallen enforcer, helping him get out from under the motorcycle.
Fortunately, the incident did not result in any severe injuries to either the officer or the kutsero (carriage driver).
The Angeles City Information Office (ACIO) confirmed that both parties involved in the collision were able to settle the matter amicably shortly after the accident.
While the incident was an isolated mishap, it has reignited a critical debate regarding the inclusion of animal racing in contemporary city festivals.
The Animal Kingdom Foundation (AKF) was quick to express its strong reservations about such activities, pointing out the inherent dangers and welfare concerns for the animals involved.
“Activities like this should no longer be encouraged,” commented a representative from AKF, stressing that horse racing in a crowded environment poses a clear risk of harm to the animals. "Maybe long time ago, this may have been an acceptable practice. But right now, people realize that animals are sensitive beings capable of suffering and pain. It's about time to educate the public and even our local government units to move away from these kinds of practices and promote culture and traditions that uplift Filipino values without exposing animals to harm.”
The AKF’s stance emphasizes a growing global shift toward recognizing animal sentience and prioritizing their welfare, suggesting that cultural events should adapt to these modern ethical considerations.
The local government unit (LGU) and the event organizers are reportedly being sought for comment regarding the future of the race and its compliance with animal welfare standards.
