Court voids Alice Guo’s birth certificate as PSA flags thousands of irregular records

A Tarlac court has declared the birth certificate of former Bamban, Tarlac Mayor Alice Guo void, the Philippine Statistics Authority (PSA) confirmed before senators this week.

National Statistician and Civil Registrar General Claire Dennis Mapa informed the Senate Finance Committee that the Tarlac City Regional Trial Court Branch 111 issued the ruling on September 24.
“So this is a good news for the Philippine Government, Philippine Statistics Authority, na napakita po na na i-declare ng RTC na void po yung birth registration ni Alice Guo,” Mapa said when asked by Sen. Sherwin Gatchalian.
Mapa further disclosed inconsistencies in Guo’s documents, noting that her parents had no marriage certificate despite the birth record stating otherwise.

“Walang marriage daw, negative po yun, ang report namin, negative,” he explained.
The case prompted wider scrutiny of civil registry files. According to Mapa, a review of records from 2010 to 2024 found around 50,000 potentially problematic entries, with 840 considered highly irregular.
Two cases from Pikit, North Cotabato, have already been recommended for cancellation.
In addition, the PSA has endorsed 1,472 certificates—mostly from Davao del Sur—to the Office of the Solicitor General for cancellation.
“Habang pinag-aaralan ng OSG, the PSA already blocked all of these civil registry documents para hindi na po ma-release,” Mapa added.
Gatchalian remarked that the irregularities were not accidental but “deliberate and malicious,” a conclusion echoed by PSA.
Mapa confirmed that the National Bureau of Investigation has already filed charges against personnel allegedly involved.
He also noted that according to the 2020 census, more than three percent of Filipinos—or nearly four million people—still have no birth records, a challenge the PSA continues to address.
