Department of Public Works and Highways (DPWH) Secretary Vince Dizon on Wednesday, September 24, expressed outrage at DPWH engineers for the failure of the Sunog Apog Pumping Station in Manila to function despite years of funding and construction.

The project, funded in 2017 for ₱774 million, was built in 2018 and inaugurated in 2020, but has remained idle since then.

This year, it received an additional ₱94 million allocation to push it toward full operation.

However, DPWH engineers told the Secretary that another ₱200 million would still be required to ensure the pumping station becomes fully functional.

Furious over the revelation, Dizon ordered a halt to the rehabilitation until a full and independent assessment of the project is completed.

He questioned how such a costly facility could remain unfinished and non-operational after several years.

Adding to the controversy, barangay officials from the area said the pumping station was unnecessary in the first place, claiming they were never consulted prior to its construction.

Their statement has fueled concerns about planning and accountability in government infrastructure projects.

Independent Commission for Infrastructure investigator and Baguio City Mayor Benjamin Magalong, together with Manila Mayor Isko Moreno, joined Dizon during the inspection.

The two local leaders expressed concern over the wasted resources and urged transparency in addressing the issue.

The stalled Sunog Apog Pumping Station has now become a symbol of the inefficiencies plaguing flood-control initiatives. Dizon stressed that the project must undergo careful review before any further public funds are spent.

The couple offered to name lawmakers, staff, and DPWH officials allegedly tied to flood control corruption but must return ill-gotten wealth first. DOJ stressed that WPP protection is a privilege, warning that false testimony could lead to perjury charges or detention.
