Heavy rainfall had caused a nearby river to overflow its banks, transforming a vast rice field into a fast-flowing body of water.
The breathtaking rescue, captured on video, showed the quick-thinking and bravery of local residents who worked together to save their fellow townsman.
The incident occurred in Barangay Banay, where the man was seen struggling against the strong current in the submerged rice paddies.
The water, which had risen significantly, had created a dangerous and unpredictable river-like current, pulling the man further away from safety.
Footage of the event shows a group of local residents positioned along the edge of the field, some of them holding a long rope.
They skillfully tossed the rope toward the man, who was desperately trying to swim to the side. With a moment of perfect timing, the man was able to grab hold of the rope.
The bystanders then pulled him to safety, and a cheer of relief erupted from the crowd as he was successfully rescued.
The heavy rains that led to the severe flooding have caused widespread damage throughout the province of Ilocos Sur.
In Sta. Lucia, a few towns away from Sta. Cruz, a plaza wall near a mountain collapsed on Monday morning.
Fortunately, there were no reported injuries from the incident. Meanwhile, in Sta. Maria, a separate cellular phone video captured the powerful winds of a tornado that struck the area, leaving a trail of destruction.
According to reports from local disaster management officials, the tornado damaged at least 44 homes, displacing several families.
Authorities have identified the prevailing weather system, a monsoon intensified by a low-pressure area, as the cause of the relentless rainfall and subsequent flooding and other weather-related incidents.
Local government units are now on high alert, urging residents to remain vigilant and to cooperate with evacuation efforts, particularly in low-lying and mountainous areas.
