Dismissed DPWH district engineer Henry Alcantara finally spoke about alleged anomalous flood control projects in Bulacan.

During a Senate Blue Ribbon Committee hearing on September 23, he accused retired DPWH Undersecretary Roberto Bernardo, Senators Jinggoy Estrada and Joel Villanueva, Ako Bicol Rep. Zaldy Co, and former senator Bong Revilla of being linked to questionable initiatives.

According to him, Bernardo released hundreds of millions of pesos, with 25% allegedly going to Estrada and Villanueva.

He said he never met Estrada directly but once turned over documents to Villanueva’s staff for a multi-purpose building request, using funds originally allotted for flood control.

Alcantara also claimed that Revilla benefited from a P300 million budget insertion in 2024 for his 2025 senatorial run.

For Rep. Co, Alcantara alleged direct transactions. He said money was delivered either to Co’s house in Pasig or through his men in other locations.

He revealed they used Viber’s disappearing messages to communicate. Before making his revelations, Alcantara asked for protection for his family, saying he had no choice but to tell the truth.

Offices of the accused lawmakers have yet to issue official statements on Alcantara’s claims.

However, Estrada already denied earlier accusations made by another engineer, challenging accusers to a lie detector test.

Villanueva also denied involvement, saying records can prove he has no flood control projects. He vowed never to betray his principles, stressing his commitment to serving with honesty and integrity.
