“Wala naman po siyang kaaway dito na mortal na kaaway, kasi po hindi niya mararating iyong pangalawang kagawad kung meron siyang kaaway,” said fellow councilor Jerry Mendoza Sr., noting that Caspillan was not known to have serious enemies.
Police Lieutenant Colonel Garry Anthony Casem, chief of Malasiqui Police Station, revealed that the victim was able to speak before he died.
“Nakausap pa, nakapagsalita pa, at iyon ang magiging basis namin sa imbestigasyon. Hindi muna namin i-divulge ang nakuha naming ebidensiya. Subject for in-depth investigation,” Casem said.
Authorities are now reviewing CCTV footage in the area that may help identify the suspects.
Caspillan’s family has yet to issue a statement regarding the incident.
The case remains under investigation as police work to establish the motive behind the killing of the poor barangay councilor right from inside the barangay hall.
