DPWH has permanently disqualified former Bulacan first district assistant engineer Brice Hernandez and construction division chief Jaypee Mendoza from holding public office.
They were linked to alleged anomalous flood control projects. In a decision signed September 15, DPWH Secretary Vince Dizon ordered their dismissal, along with accountant Juanito Mendoza of the same office.
Sanctions include perpetual disqualification from office, forfeiture of retirement benefits except accrued leave credits, and cancellation of civil service eligibility.
The case stemmed from charges of disloyalty, grave misconduct, gross neglect of duty, and conduct prejudicial to public service.

During a House infrastructure hearing, Hernandez claimed some senators were also involved in the questionable projects.
He has since filed a writ of amparo seeking temporary protection and placement under the witness protection program after being moved from the PNP Custodial Center to Pasay City Jail.
All three were also named as respondents in a complaint filed by Dizon before the Office of the Ombudsman.
They face accusations of malversation through falsification of documents, violation of the Anti-Graft and Corrupt Practices Act, and violation of the Government Procurement Act.
The issue continues to draw attention as investigations move forward.
