DPWH Secretary Vince Dizon led the filing of graft complaints before the Office of the Ombudsman on Thursday against 20 officials of the agency and four contractors for alleged irregular flood control projects in Bulacan.
Among those named were contractor Sarah Discaya and DPWH engineers Henry Alcantara, Brice Hernandez, and Jaypee Mendoza, along with other officials.
Contractors SYMS Construction Trading, Wawao Builders, and IM Construction Corporation were also included. In total, 25 individuals and four contractors were charged.
The complaints cover five projects and involve malversation of public funds, violations of the Anti-Graft and Corrupt Practices Act, and the Government Procurement Act.

Dizon said this is only the start, and more individuals will be held accountable in the coming weeks and months.
He explained that Sarah, not her husband Curlee, was named since she testified in the Senate as the beneficial owner of St. Timothy.
Legal experts advised the DPWH to file cases that are easiest to prove, which Dizon described as an open and shut case.
Dizon also appealed to the public not to judge all DPWH workers, saying many employees remain honest and hardworking.
He asked citizens to share information that could help in the ongoing probe.
The government is investigating ghost and substandard flood control projects following President Ferdinand Marcos Jr.’s pledge in his State of the Nation Address that all those involved in irregular contracts will be held liable.
Both the House and Senate are conducting separate inquiries, while Sarah and Curlee Discaya earlier expressed willingness to serve as state witnesses, naming lawmakers and DPWH officials allegedly involved in corruption.
