Witnesses were first alarmed when they saw the man, carrying a bag and a mobile phone, perched precariously on the rooftop of a structure situated at the water’s edge.
The man’s strange behavior and unknown intentions immediately drew a crowd, prompting concerned citizens to call the authorities.
