PCAB has canceled the licenses of nine construction firms owned by contractor Sarah Discaya after corruption allegations in flood control projects worth billions.
In Board Resolution No. 75, officials said keeping these firms accredited goes against public interest and industry integrity.
Affected firms include St. Gerrard Construction, Alpha & Omega Construction, St. Timothy Construction, Amethyst Horizon Builders, St. Matthew General Contractor, Great Pacific Builders, YPR General Contractor, Way Maker OPC, and Elite General Contractor.
Resolution approval came on Sept. 1 and was released publicly on Sept. 3, with immediate effect.

During a Senate Blue Ribbon hearing, Discaya admitted owning and controlling all nine companies.
She also confirmed their participation in biddings for government projects. PCAB said this proves collusion and schemes meant to corner projects and influence outcomes.
Officials cited the Government Procurement Act of 2024, which requires transparency, fairness, and competition in bidding.
It also bans conflict of interest and multiple entries from companies under one ownership or control.
Notices of revocation will be issued, and the companies will be removed from the official registry. Copies of the resolution will be furnished to agencies like DPWH and SEC.
PCAB also plans to endorse the case to the National Bureau of Investigation and Department of Justice for further review of possible criminal charges.

Sarah Discaya is a Filipina businesswoman, philanthropist, and political figure who serves as the Chief Financial Officer of St. Gerrard Construction and Development Corporation. Known for her charitable work such as medical missions and welfare programs, she gained recognition for supporting healthcare, education, solo parents, and senior citizens. In 2025, she ran for mayor of Pasig City with a platform focused on making it a smart city through improved healthcare, digital connectivity, and modern systems, but she lost to incumbent Mayor Vico Sotto. Despite her defeat, she remains noted for her leadership, philanthropy, and advocacy for community empowerment.
In a previous report by KAMI, the Bureau of Customs (BOC) will investigate around 40 luxury cars linked to Sarah Discaya’s family. The move came after a viral interview where Discaya showed their collection of high-end cars. BOC will check the consignee of the vehicles to see if there were violations in their importation Discaya has also been connected to contractors of flood control projects now under Senate investigation.
Additionally, the Bureau of Customs (BOC) has sealed the 12 luxury cars of the Discaya family after a daylong search. At first, only two vehicles were found, but later on, seven more were surrendered, while three are in service centers. The BOC is reviewing the importation records and has warned of penalties for hiding the vehicles. It can be recalled that Sarah Discaya admitted in the Senate that she owns 28 luxury cars and several construction companies that are contractors of the DPWH.
