Police Lieutenant Colonel Benson Pimentel, the city's police chief, stated that officers were dispatched immediately to the scene.

Upon arrival, responding officers, led by Police Master Sergeant Juneiro Carapatan, were met with a chaotic and dangerous scene.

They discovered a male victim lying on the ground, while a 60-year-old suspect, armed with a .38 caliber revolver, was still actively firing his weapon.

Carapatan recounted the tense moments, saying that the police repeatedly urged the suspect to surrender.

However, instead of complying, the assailant turned his weapon on the officers, initiating a firefight.

"Sinisigawan ko po 'yung tao para sumuko," Carapatan explained, "Ang problema po habang sinisigawan ko lalo po siyang namaril nang namaril, kaya nakipagpalitan kami sa kaniya ng putok para walang madamay na sibilyan."

Police Patrolman Aldwin Fadriquela further described the attacker as an "active shooter" who was firing indiscriminately at anyone he saw, posing a significant risk to residents.

After a brief but intense gunfight, the police successfully neutralized the suspect. The swift action of the officers was credited with preventing more bloodshed.

According to Lt. Col. Pimentel, the police response time was just four minutes, a crucial factor in limiting the damage. A patrol vehicle was also hit by bullets during the exchange of gunfire.

Initial police findings reveal the shooting was rooted in a long-standing personal dispute. The suspect had become increasingly agitated as he was preparing to leave his family's residence.

His 50-year-old nephew attempted to intervene and calm him down, but the suspect's reaction was immediate and fatal; he shot his nephew in the head.

He then pursued his 65-year-old neighbor—believed to be his primary target—into the street, where he shot him multiple times.

Both victims and the suspect were rushed to the Santa Rosa Community Hospital, where they were all pronounced dead on arrival.

The suspect’s history of drug-related issues and subsequent rehabilitation was identified as a possible motive behind the incident.

"Dati kasi involved na sa drug5 yung suspek. Narehab nga ito," said Lt. Col. Pimentel. "'Yun ang isang pinag-ugatan dahil yung pamangkin ang nagparehab tapos pinagsususpetsahan niya yung kapitbahay ang nagreport. Dating trabahador 'yung suspek na nawalan ng trabaho dahil narehab."

The police chief also noted that the suspect was a former laborer who had lost his job after his rehabilitation.

Adding to the tragic narrative, the suspect’s daughter, Mary Rose, shared a heartbreaking detail about the days leading up to the violence.

She stated that her father's cousin had been constantly provoking him, threatening to have him returned to rehabilitation.

"Lagi niya po tinitrigger ang tatay ko," she said. "Lagi po niya sinasabi 'oh, dapat yung mga adik eh pinapapatay na 'yan'... Eh noong tinatanong ko naman sa rehabilitation, good performance naman daw si papa... Nagsumbong sa akin ang papa ko kahapon. Sabi niya kukunin daw ako ng rehabilation bukas."
