Following a growing scandal over flawed flood control projects, Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan has tendered his resignation, which has been accepted by President Ferdinand "Bongbong" Marcos Jr.

The departure of Bonoan, which takes effect on September 1, comes just one day after he publicly rejected calls for him to step down, stating that leaving his post would not be the proper way to address the department's issues.
In a statement, the Presidential Communications Office (PCO) announced that Bonoan’s resignation letter expressed support for the President's vision of accountability, transparency, and reform within the DPWH.

The resignation is a direct response to a series of controversies that have plagued the agency, including allegations of substandard and "ghost" projects that have failed to prevent flooding in various parts of the country.
These issues gained national attention after President Marcos Jr. personally inspected a multi-million peso river wall project in Bulacan that was marked as completed but had not even begun construction.
To lead the embattled agency through this transition and spearhead an anti-corruption drive, President Marcos has appointed Transportation Secretary Vince Dizon as the new DPWH chief.
According to the PCO, Dizon has been tasked with conducting a "full organizational sweep" of the department to ensure that public funds are utilized exclusively for infrastructure that genuinely benefits the Filipino people.
Dizon's appointment is seen as a move to bring a fresh perspective and a "no-nonsense" approach to the agency, which has been criticized for deeply entrenched problems.
In a related development, lawyer Giovanni Lopez, who currently serves as Undersecretary for Administration, Finance, and Procurement at the Department of Transportation (DOTr), will step in as the acting secretary for the DOTr to ensure a smooth transition and continuity of service.
The President has also gone a step further in his anti-corruption campaign by establishing an Independent Commission to Investigate Flood Control Anomalies.
This new body is mandated to conduct a comprehensive review of projects, identify any irregularities, and recommend accountability measures to restore public trust in government infrastructure spending.
This decision, along with the leadership change at the DPWH, reflects the Marcos administration's strong resolve to address corruption and strengthen institutions under the banner of "Bagong Pilipinas" (New Philippines).
The move has been welcomed by several senators, who expressed their support for Dizon and wished him well in the "daunting task" of reforming the department.

In other news, the Department of Social Welfare and Development (DSWD) rescued 32 minors and one adult from a private orphanage in Olongapo City. The rescue operation was prompted by reports of alleged physical abuse and mistreatment of the residents. The orphanage has been shut down, and the rescued individuals have been transferred to various government shelters across Central Luzon for their safety. An investigation is currently underway to determine the full extent of the allegations and hold those responsible accountable.
Still in other news, a premature infant in Davao City was declared dead but was later found to be alive at home by his family. The newborn, who was rushed back to the hospital, passed away two days after his unexpected revival. The hospital chief presented two theories for the baby's brief revival, including the rare "Lazarus syndrome" and the box acting as a thermal regulator.
