Relieved Philippine National Police (PNP) chief General Nicolas Torre III has been reassigned to the Personnel Holding and Accounting Unit (PHAU), a functional office under the Directorate for Personnel and Records Management, PNP spokesperson Police Brigadier General Randulf Tuaño announced.

The PHAU is tasked with the daily accounting and custody of personnel-related reports, as well as the management of officers under its supervision.

According to Tuaño, personnel assigned to the unit often participate as elements in parades or are detailed at the PNP Command Center.

“General Torre has been placed under the PHAU following standard procedure. This ensures proper monitoring of personnel assignments while awaiting further directives,” Tuaño explained.

Torre has been on leave since August 27 and is expected to return on September 29.

His relief as PNP chief came after a series of controversies that drew public attention, particularly criticisms over how leadership handled sensitive cases within the police force.

While Malacañang and the Department of the Interior and Local Government have yet to name a permanent replacement, Torre’s reassignment signals a formal transition process within the PNP leadership.

Prior to his relief, Torre’s tenure as PNP chief was marred by challenges in law enforcement operations and internal issues that put the organization under heightened scrutiny.

His reassignment to the PHAU, though largely administrative in nature, underscores the PNP’s effort to maintain accountability and structure among its top officials.
