Authorities revealed that robbery was not the main motive behind the killing of two Japanese nationals who were recently shot dead in Manila.

This was confirmed by the Manila Police District (MPD) Station 5 after the arrest of the second suspect, who allegedly acted as a “tour guide” for the victims.

On Tuesday, Manila Mayor Isko Moreno, alongside Police Colonel Alfonso Saligumba, chief of MPD Station 5, presented the suspects identified as brothers Abel and Albert Manabat.

According to police, Abel posed as the tour guide of the victims, while Albert was the gunman who shot the Japanese nationals after forcing them out of a taxi in front of a hotel in Malate, Manila, last Friday night.

Police are still pursuing another accomplice who took the belongings of the victims, which initially led authorities to consider robbery as the motive.

However, Saligumba said the suspects admitted that they were contracted by another Japanese national for ₱9 million to kill the two.

“The suspects said they were promised ₱9 million, but they had only received ₱10,000 as down payment,” Saligumba explained.

He added that the Japanese mastermind, who is currently in Japan, was in contact with one of the suspects whom he had known for years.

CCTV footage also showed that the suspects scouted locations in advance before the crime took place.

Saligumba said investigators are looking into a possible dispute involving money, noting it could be linked to an “onsehan” or cheating scheme.

Mayor Moreno lauded the police for their swift action but admitted that the incident may raise concerns among foreigners considering business or travel in Manila.
