According to NBI Director Jaime Santiago, the entrapment was launched after the company filed an official complaint regarding the exorbitant amount of money the mayor was allegedly demanding.

The P30-million payment was reportedly just the first installment of the P80-million total, with the remaining balance to be paid once the Sangguniang Bayan (municipal council) passed a resolution approving the company's business permit.

"The company approached us because of the magnitude of the amount being demanded by the mayor," Santiago stated. " Kapag lumabas na yung resolution [ng council para payagan ang operasyon ng kompanya] saka babayaran yung kakulangan."

Arrested alongside the mayor were five bodyguards and a doctor who was reportedly acting as a middleman in the illicit transaction.

The NBI also confiscated several high-powered firearms from the group, which will be submitted for ballistics testing and documentation verification.

During the operation, investigators discovered that one of the mayor's bodyguards was an active member of the military but failed to present a valid mission order authorizing his presence with the local official.
