The NCDA's pronouncement, dated July 22, 2025, follows a viral social media post from July 21, 2025, detailing the distressing experience of a couple with disabilities.
The incident gained widespread attention after a PWD customer, reportedly with a speech disability, was allegedly labeled with the derogatory term "BULOL" on his beverage cup.
While the NCDA's formal statement does not specifically name the term used, it broadly addresses the practice of indicating a customer's disability, even if derived from their identification cards, on service items. This practice, according to the NCDA, is deemed highly insensitive and discriminatory.
The NCDA emphasized that such actions constitute a direct violation of Republic Act (RA) No. 7277, famously known as the Magna Carta for Persons with Disabilities, particularly as amended by RA No. 9442.
This landmark legislation is designed to promote the full integration of persons with disabilities into mainstream society and strongly advocates for their respect and welfare.

Under RA No. 9442, any individual or entity found in violation of its provisions faces significant penalties:
For a first violation, a fine ranging from Fifty thousand pesos (P50,000.00) to One hundred thousand pesos (P100,000.00), or imprisonment for a period of six months to two years, or both, at the discretion of the court.
For any subsequent violation, the penalties escalate to a fine of One hundred thousand pesos (P100,000.00) to Two hundred thousand pesos (P200,000.00), or imprisonment for two years to six years, or both, at the discretion of the court.
