According to the Bureau of Fire Protection, wire failure could have caused the fire. The total cost of damages to property caused by the fire is yet to be determined.
In the Philippines, if a fire breaks out and dogs are killed after being trapped inside the burning house, the incident is usually investigated by the Bureau of Fire Protection (BFP) to determine the cause of the fire.
Authorities will assess whether it was accidental, due to negligence, or intentionally set.
If the fire was caused by carelessness, such as faulty wiring or unattended appliances, the property owner may be held accountable for violations of fire safety regulations.
However, since animals are considered property under Philippine law, the death of the dogs may not result in criminal charges unless there is clear evidence of cruelty or intentional harm.
Animal welfare groups may also get involved to raise awareness about responsible pet ownership and the importance of including pets in emergency evacuation plans.
